The badge was introduced on November 10, 1914. – Together with the profound juridical reform of 1864, which als led to the liberation of the peasants and the creation of the Semstwo, a new basic juridical law was introduced which had a huge influence on the Russian juridical system. Знак введён 10 ноября 1914 г. В рамках правовой реформы 1864 г, которая также привела к освобождению врестьян и образованию земств, был принят новый закон о судоустройстве, который повлёк за собой многочисленные изменения в российской юстиции.
